The goal is the level the school trains for, general professional proficiency (level 3 on the US government's scale), not sounding like a native speaker. Actual time varies with ability, earlier language learning and time in class. Nobody has measured how full-time hours translate to part-time study, so treat this as a rough scale, not a schedule.
